Residential/Domicile requirement:

The Residential/Domicile requirement for admission to different degree level Engineering/Technology, Pharmacy & Architecture courses in West Bengal are listed below:

Candidates seeking admission in Government Engineering/Technology and Pharmacy Colleges, Reserve category seats of any Institution, including TFW Category Seats must be domicile of West Bengal and accordingly submission of Domicile Certificate in prescribed format from competent authority is mandatory prior to their selection in any of those Institutions.
The Domicile of West Bengal shall be treated for those candidates who are
EITHER

Residing in West Bengal continuously at least for last 10 (ten) years as on 31.12.2022 (PROFORMA 'a1' or PROFORMA 'a2')
OR

whose parent(s) is/are permanent resident(s) of West Bengal having permanent address within the State of West Bengal (PROFORMA 'b' or or the candidate has to produce in original any two of Voter ID card/ Adhaar card/ Passport/ Ration card belonging to his/her parents. The said documents must justify that the residential address of parent(s) is in West Bengal.).

Procedure for Submission of Domicile Certificate:
The 'Blank Proforma' is available in the WBJEE official website (Download Proforma). The proforma as applicable to the candidate has to be downloaded and two copies are to be printed on A4 size white paper.
Get both copies of the Certificate filled in properly and duly authenticated/signed by a competent Authority as per the list provided in Section 5.3.3. The Duplicate Copy of the Certificate is to be retained with the Office of the Issuing Authority for future reference/verification.
The candidate must retain the Original Certificate and shall have to produce it at the Reporting Centre during counselling and admission.


Get the Certificate filled in properly and duly authenticated/signed by a competent Authority as per the list provided below:

For PROFORMA 'a1' and PROFORMA 'b':
It must be signed and certified by any of the following competent authorities from Central Government or State Government having local jurisdiction over the place of the permanent residence of the concerned candidate or his/her parents, as the case may be, viz.
  1. District Magistrate, Additional District Magistrate, Deputy Magistrate, Deputy Collector, Sub – Divisional Officer, Block Development Officer.
  2. Superintendent of Police, Additional Superintendent of Police, Sub Divisional Police Officer, Deputy Superintendent of Police
  3. Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner, Assistant Commissioner of Police Commissionerate.
  4. Judicial Magistrate of any rank or position in the concerned district or Metropolitan locality or Hon’ble High Court at Calcutta or Hon’ble Supreme Court of India.
  5. Corporation Area - Commissioner, Additional Commissioner, Joint Commissioner, Assistant Commissioner.
  6. Assistant Secretary or above in the Secretariat to the Government of West Bengal (including GTA) or Central Government.
  7. Deputy Director or above in the Directorate to the Government of West Bengal or Central Government.
The Duplicate Copy of the Certificate is to be kept with the Office of the Issuing Authority for future reference/verification.

Note: Domicile certificates issued by any elected people’s representative such as municipal commissioner, Councillor of Municipal Corporation/ Municipality, Member of three-tier Panchayat system or GTA, MLA or MP are not acceptable for WBJEE-2023.

For PROFORMA a2
Domicile certificate in this proforma may be obtained from Head of the Institution from which the candidate has passed his/her 10+2 examination or will appear in his/her 10+2 examination. Such certificate may be issued based on verification of the school education record of the candidate. The proforma for such certificate is provided in the website and may be downloaded.
