I know that last year closing rank of TICT in EE was 8932 from wbjee website.my wbjee2011 rank is 7820.can I get TICT in EE in this year? and what are the good college for this rank?

sir i got supply only 1 paper in 2nd sem. and i have average marks more than 6.0
so if i get again supply at that paper , is this treated as yearlag?
